  • Suite à flambée généralisée des prix des produits alimentaires sur le marché international, des dysfonctionnements ont été enregistrées dans certains pays, dont le Togo.

    Au regard de cette situation et des performances des différentes branches du secteur primaire, le Ministère de l’Agriculture, de l’Elevage et de Pêche du Togo, a initié une série d’activités dans le but de redynamiser le secteur agricole.

    Ces activités consistent à :
    • procéder à un diagnostic approfondi du dispositif de production du secteur agricole au Togo,
    • d’en analyser les capacités de gestion au plan institutionnel, logistique et financier,
    • dégager les forces et les faiblesses en vue de la mise en œuvre d’une stratégie cohérente de redynamisation de l’appui à la production.

    Il ressort des travaux effectués que les cultures de rente (coton, café et cacao) ont connu ces dernières années une chute de production. Toutefois pour le coton, la tendance haussière amorcée en 2007 devra se poursuivre au cours des prochaines campagnes agricoles en vue de permettre au pays d’améliorer, tant soit peu sa balance de paiement. En ce qui concerne le café et le cacao, l’implication de l’Etat en matière d’appui-conseil va contribuer à améliorer les performances de cette filière.

    Au plan vivrier, les projections effectuées sur la base des disponibilités et des besoins alimentaires du pays, indiquent qu’au cours des campagnes 2008/2009 et 2009/2010, de très faibles excédents céréaliers seront dégagés. Ce qui risque d’exposer le pays à une situation de précarité alimentaire.

    Quant aux produits carnés, le déficit attendu au cours de la même période est relativement important en raison de la forte dépendance du pays vis-à-vis de l’extérieur.

    En vue d’inverser cette tendance, le département ministériel du secteur agricole a défini de grandes orientations assorties d’un plan d’action et de mise en œuvre.

    Ainsi, la stratégie de promotion de la production végétale s’articule autour des points suivants :
     L’identification des cultures porteuses de croissance telle que le maïs, le sorgho, le riz, la tomate, les oignons, ainsi que la relance de la filière café cacao.
     L’information, la sensibilisation et la communication. Dans cette perspective, le département ministériel agricole doit être doté d’un dispositif d’alerte précoce en vue d’identifier, évaluer et diffuser à temps toutes les informations relatives au secteur agricole.
     L’accompagnement technique des producteurs. il s’agira de faire de l’appui-conseil, promouvoir le labour motorisé, mettre à disposition des semences améliorées et des intrants, encourager la mise en place des moyens de stockage, de conservation et de transformation des produits agricole.
     La commercialisation des produits vivriers. Il s’agira ici, de trouver un mécanisme de mise en œuvre du contrôle des prix, des poids, et des unités de mesure des produits agricoles. Il faudra également mettre en place une cellule qui aura pour tâche, de procéder à l’analyse prospective et à l’identification des marchés potentiels extérieurs.
     L’identification des zones de production. Le ministère devra s’organiser pour faire un état des lieux des cartes agro-écologiques en vue de procéder à son actualisation. Cette carte devra faire ressortir les principales zones de production agricole du pays tout en indiquent les aptitudes agricoles des sites.
     L’accès au crédit afin de renforcer les capacités financières des producteurs.

    En matière de production animale et halieutique, la stratégie repose essentiellement sur :
     La promotion de l’élevage familiale des espèces animales à cycle court notamment la volaille, les petits ruminants, les porcins. Ce programme sera une réhabilitation de l’ancien programme national de petit élevage qui avait été interrompu suite à la crise des années 90. Il premetra de réduire la dépendance du pays vis-à-vis de l’extérieur.
     La réhabilitation des ranchs d’Avétonou, d’Adélé et de Namiélé pour la production d’animaux performants pour la culture attelée. Il faudra procéder à la production d’animaux performants immédiatement utilisables pour la culture attelée et qui pourront servir aussi à la production laitière et de la viande
     La promotion de la pisciculture villageoise. Les principales actions seront (i) le recensement de tous les étangs et barrages piscicoles à réhabiliter, (ii) l’évaluation de la capacité de production des trois centres d’alevinage d’Etat et la formation des pisciculteurs dans l’entretien des centres piscicoles et en techniques de conduite de l’aquaculture
     L’amélioration des circuits de commercialisation des produits d’élevage. Ceci passe par (i) l’amélioration des infrastructures (marché à bétail, hangars de petits ruminants et de volailles abattoirs et boucheries), (ii) la redynamisation des organisations associatives des commerçants de betails, bouchers et charcutiers et (iii) la définition des indicateurs de suivi du marché intérieur et de circuits extérieurs potentiels.

    La mise en place de cette stratégie va permettre d’avoir une production végétale, animale et halieutique suffisante pouvant permettre au Togo de réduire sa dépendance vis-à-vis de l’extérieur
